Holtec, GEH eye U.K. for SMR deployment

Small modular reactor developers Holtec International and GE Hitachi Nuclear Energy (GEH) are both looking to the United Kingdom as a prime location for deployment of their units—the SMR-160 and BWRX-300, respectively.

On December 19, Holtec Britain announced that it is poised to enter the United Kingdom’s generic design assessment (GDA) process for the SMR-160 early in 2023, enabling the start of construction of the first U.K. unit as soon as 2028. (The GDA, developed by the Office for Nuclear Regulation and the Environment Agency, gauges the safety, security, and environmental protection aspects of a nuclear plant design. Successfully completing the assessment culminates in a design acceptance confirmation from ONR and a statement of design acceptability from the Environment Agency.)

PIMA Nuclear Alliance seeks “revolutionary” change in nuclear industry

The Post-Industrial Midwest and Appalachia (PIMA) Nuclear Alliance hosted its third workshop December 8—9 at Pennsylvania State University’s Digital Foundry at New Kensington. The alliance, which consists of Penn State and several academic, industrial, and national lab partners, was formed in May 2022 to harness carbon-free energy while educating and training the future energy workforce. Previous workshops were held in June and October this year.

Microreactor technology: The major focus of the alliance is innovation in microreactor technology and other advanced nuclear reactor technologies in the Midwest and Appalachia regions, with the overall goal of furthering the decarbonization of industries.

Lawmakers press DFC to invest in nuclear

A bipartisan group of senators sent a letter last week to Scott Nathan, chief executive officer of the U.S. International Development Finance Corporation (DFC), urging the agency to begin financing nuclear energy projects and support the continued development and deployment of advanced nuclear technology.

Signing the December 8 letter were Sens. John Barrasso (R., Wyo.), Cory Booker (D., N.J.), Shelley Moore Capito (R., W.Va.), Ben Cardin (D., Md.), Chris Coons (D., Del.), Kevin Cramer (R., N.D.), Joe Manchin (D., W.Va.), Lisa Murkowski (R., Alaska), and Jim Risch (R., Idaho).

U.S. to assist Thailand, Philippines with nuclear energy plans

During a recent weeklong trip to Southeast Asia aimed at bolstering U.S. economic and security ties in the region, Vice President Kamala Harris announced the launch of nuclear energy partnerships with Thailand and the Philippines.

Currently, neither country enjoys the benefits of nuclear power. Both rely primarily on some mix of petroleum, natural gas, and coal for their energy needs.

Terrestrial Energy chosen for coal conversion program

Ontario’s advanced nuclear technology firm Terrestrial Energy yesterday announced the signing of a letter of intent (LOI) with TerraPraxis, a U.K.-based nonprofit devoted to climate solutions, to cooperate on the latter’s Repowering Coal initiative—a program aimed at integrating clean heat sources with existing infrastructure at coal-fired power plants in North America and elsewhere.

The United States and Japan have announced Winning an Edge Through Cooperation in Advanced Nuclear (WECAN)—a new agreement aimed at supporting the deployment of small modular reactors and other advanced reactor technologies in partner countries.

As part of the Purdue University–Duke Energy Understanding Tomorrow’s Nuclear Energy lecture series, William D. Magwood IV, director general of the OECD Nuclear Energy Agency (NEA), delivered a lecture on October 24 at the Purdue Memorial Union Ballrooms. “The 21st Century Nuclear Resurgence: Opportunities and Challenges” was the third lecture in the series, which focuses on small modular reactors.

Magwood reviewed the factors that have led to the current increased interest in nuclear energy around the world, the serious challenges that must be quickly and adequately addressed, and the structural barriers that require new thinking by regulators and policymakers. He also commented on the ongoing Purdue-Duke study of the feasibility of using SMRs to meet the West Lafayette campus’s long-term energy needs.

TerraPower, PacifiCorp to consider expansion of Natrium deployment

Nuclear technology firm TerraPower and utility partner PacifiCorp have launched a study to evaluate the feasibility of deploying up to five additional Natrium reactor and integrated energy storage systems in the utility’s service territory by 2035, the companies announced yesterday. (PacifiCorp’s business units—Pacific Power and Rocky Mountain Power—serve customers in California, Oregon, and Washington, and in Idaho, Utah, and Wyoming, respectively.)

Youngkin proposes millions for deployment of nation’s first SMR

Some two weeks after unveiling his state’s 2022 Energy Plan, Virginia Gov. Glenn Youngkin has announced his intention to include $10 million in the state’s next budget proposal—due in December—to create the Virginia Power Innovation Fund for research and development of nuclear, hydrogen, carbon capture and utilization, and battery storage technologies.

GOP lawmakers push to lower regulatory hurdles for small nuclear firms

Rep. Byron Donalds (R., Fla.) has introduced legislation in the House to help U.S. small businesses engaged or seeking to engage in the research, development, and deployment of advanced nuclear reactors.

Dubbed the Nuclear Assistance for America’s Small Businesses Act, the bill debuted September 29 with 10 of Donalds’s fellow House Republicans as cosponsors: Arizona’s Andy Biggs, Florida’s Maria Elvira Salazar, Georgia’s Buddy Carter, North Carolina’s Dan Bishop and Ted Budd, Ohio’s Bob Latta, South Carolina’s Nancy Mace, Tennessee’s Chuck Fleischmann and John Rose, and Texas’s Chip Roy.

Bill basics: The measure would amend the Nuclear Energy Innovation and Modernization Act (NEIMA) to allow small businesses to delay 50 percent of their preapplication fees to the Nuclear Regulatory Commission, as well as 35 percent of their postapplication fees over a period of 10 years.

Survey: Strong overall support in U.S. for nuclear, but with concerns

Results of the American Climate Perspectives Survey 2022 conducted by the climate-focused organization ecoAmerica suggest that the overall national support for research into advanced nuclear energy and for nuclear energy in general are continuing five-year upward trends. However, according to the survey, fewer than half of women responding to the survey support nuclear power. In addition, public concerns about nuclear-related waste disposal, health and safety, and weaponization remain high.

UNECE: Road to net zero needs many lanes, including one for nuclear

Released this week in the lead-up to November’s COP27 event in Egypt is a report from the United Nations Economic Commission for Europe, Carbon Neutrality in the UNECE Region: Technology Interplay under the Carbon Neutrality Concept, which calls for maximizing the use of all low- and zero-carbon technologies—including nuclear technology—to achieve net-zero carbon emissions by 2050.

Termed by the UNECE a “roadmap to carbon neutrality for Europe, North America, and Central Asia,” the 60-page report finds that to attain the net-zero goal, investment in energy as a percentage of gross domestic product needs to grow from 1.24 percent in 2020 to 2.05 percent every year from 2025 until 2050—translating to between $44.8 trillion and $47.3 trillion by 2050, with any additional delay in taking action adding to that price tag.

The coal-to-nuclear conversion: Are Gen IV reactors the answer?

In the ongoing quest to mitigate the effects of climate change, new technology can create new solutions. Even today, however, coal is still a main source of power around the globe, often out of necessity. Many coal-burning plants have already been converted for gas or biomass, but these measures alone are not nearly enough to meet net-zero carbon goals. There is a better solution, however: repowering coal plants with nuclear technology—specifically, Generation IV reactors.

South Korean firms invest $250 million in TerraPower

U.S. nuclear technology company TerraPower announced yesterday the close of a $750 million equity raise—one of the largest advanced-nuclear investment drives to date, according to the announcement—with $250 million of that contributed by South Korean firms SK Inc. and SK Innovation.

Both firms are subsidiaries of the Seoul-based conglomerate SK Group, South Korea’s second-largest conglomerate, after Samsung Group.

Congress passes climate bill with tax credits and more for nuclear

After hours of debate alternating between Democratic praise for the Inflation Reduction Act (IRA) and Republican denunciation of it, the House of Representatives late Friday passed the sweeping energy, tax, and health care package in a straight party-line vote, 220–207. Its passage represents a significant win for President Biden, who is expected to sign the bill into law this week.

The boldly named $430 billion measure includes $369 billion in energy security and climate spending, with nuclear energy included among the beneficiaries.

ANS’s August 4 online event “The New Space Race is Going Nuclear” featured several expert panelists who discussed the growing importance of nuclear technologies in space commercialization and exploration. Although nuclear energy has long played a role in space missions, participants discussed the latest exciting developments in the space nuclear field and presented their views on how increased application of nuclear technologies could fundamentally transform the ways in which both crewed and uncrewed space missions are carried out.

TVA, GEH advance SMR plans for Clinch River site

The Tennessee Valley Authority and GE Hitachi Nuclear Energy (GEH) have signed an agreement to support planning and preliminary licensing for the potential deployment of a BWRX-300 small modular reactor at the Clinch River site near Oak Ridge, Tenn., the utility’s president and chief executive officer, Jeff Lyash, announced last week.

An evolution of GEH’s 1,520-MWe Generation III+ ESBWR design, the BWRX-300 is a 300-MWe water-cooled, natural-circulation SMR with passive safety systems.

X-energy picks constructor collaborators
